if you’re just starting out w digital art i feel that your budget should be focused on buying a tablet rather than software, i use a veikk a15 tablet myself but you can find many others on amazon! 

for software there are many free ones to choose from. i bought clip studio paint but common free ones that do the trick i know of are krita, firealpaca(used this for a while and it was good!) , and medibang. there are more options on the image below  ^ ^)
