He's definitely"that" character that tries really really hard to impress their villainous parent but fails hopelessly at every turn and ends up being a goofy sidekick for the good guys.

When? How? Let's just say Bill successfully serenaded Ford in the penthouse. It didn't work out for him in the end, though, since Ford still sided against him.

Bill had no idea that he was carrying Ford's kid until he was dead. He was given a choice- and he opted to go through with it... reasons unclear.

But if he had plans for Phill, he didn't go through with them. He ended up being a very distant parent overall, much to Phill's distress.
