As much as Dazai and Mori like to pretend they have Chuuya under control and that they can use him as they see fit the reality is quite different. Because the thing is, at the end of the day neither of them is a threat to Chuuya. If he wanted to kill them he could, easily. He has plenty of reason to. The only power they have over him is the ability to make his life easier if he goes along with them. It’s just more comfortable than being completely on his own. If they ever actually piss him off though it’s over. If they push him too hard or abuse his loyalty he would have no problem cutting ties or just killing them. Mori is always walking that line of keeping Chuuya comfortable. He doesn’t use Chuuya’s power all that much anymore because I think he knows he’s got a finite amount of goodwill. Really at the end of the day Chuuya’s the one with the power. He’s the one benefiting the most from their arrangement and he has been since he was 16.

Sure, at first he joined the Mafia under duress because they were practically holding the Sheep hostage, along with information on Chuuya’s own history. But by the end of Storm Bringer Chuuya’s so much more free. He’s discovered more about his power, doesn’t need Mori to find out more about his past, and has developed a sense of loyalty to the Mafia. He lets Mori give him orders because he respects him, not because he fears him. If Mori were to lose that respect he would have no recourse to control Chuuya. I love that about him. Chuuya doesn’t want to be seen as just a weapon, he won’t let himself be used like that again. Mori’s control over him is limited by Chuuya’s refusal to be a weapon. Mori can only use Chuuya as much as Chuuya will let him and that’s such an important thing to understand.

Tldr: Chuuya is a boss bitch who is controlled by no one and Mori will basically bend over backwards to keep him happy and on his side (that’s an exaggeration but u know what I mean)
