Tattletale feels particularly well suited as a mind-games/mastermind type of villain for Batman. She would figure out his identity within their first 3 meetings though, so that would make a great aspect to introduce into their dynamic. She even has a tragic backstory of family problems, he'd probably recruit her into the Batfam after a few fights or imprisonments.
So by 'best villain' that encompasses both being interesting to fight but also having good storyline potential. It is not a WhoWouldWin situation.
I have a strong feeling I already know what people will answer with, but I'm interested to see arguments for/against each character.
I really really don't like "give us an interesting fact(s) about yourself!! :D" icebreakers in any situation. I am boring, my interests are not marketable, why should I need to share info about myself for this college class?? It's already online, I dont intend to talk to any of these people.

After making that X Files post my feed became filled with Buffy the Vampire Slayer discourse, I have not even seen the show. Though now I'm tempted, no one told me the lead actress was the same as Daphne from the Scooby Doo movie..
