I do not think she and Regulus were the same age. If Sirius had been at school with her, I think we would have heard about it from him (I mean, he’s got some choice words about Bertha Jorkins…)

My point is that you’re missing the possibility (probability) in which Regulus/Umbridge is actually a 15+ year age gap. And it’s wonderfully horrible to consider. I think he’s her little kitty. I think she dresses him up.
