I agree with this. We're not saying that his bad actions should be considered okay now, but that if the chance was given, he wanted to show how much he cared (and be cared for); he just didn't know how to.
He just never got the example of love or affection to follow.
He was shown as a child that when you don't get your way, you should react with anger and violence.
Just like how kids need adults to teach them how to be polite and help others, and do the right things. He didn't get that from anyone, but I think if he did, eventually he would learn how to express himself less angrily (and he would want to learn how as well).

billy died to protect max and her friends, of whom he only knows the strange girl from the visions, and he is still considered terrible after that.
open your eyes already, billy didn't die an asshole. he died a hero, and if he had survived, he would have had a wonderful character development, but no.

Percy: Listening to white girl music on his walkman and vibing in the ktichen as he makes his tea as he goes about his day as normal.
Personally, I think that all of the Weasley siblings are at various stages of needing glasses but all of them except Percy refuse to wear them (due to the fear of looking like their dad lmao).
