I think the fandom tends to depict Monogram a bit too harsh sometimes. I mean, sure, he doesn't pay Perry well enough and doesn't give him much free time, but that's not necessarily up to him. He's constantly praising and congratulating Perry even for smaller accomplishments like making a cool entrance into the lair or wearing a good disguise.
He worries for him and asks him to be careful during missions.
He organized a birthday party for him even if he got the dates mixed up.
He was literally bawling his eyes out when Doofenshmirtz made all those clones and framed Perry for evil, and he was crying in happiness when Perry proved his innocence.
Sure, he's far from perfect both as a boss and as a person, but he is trying, except maybe the way he treats Carl. That's pretty messed up. But I think he genuinely cares about Perry. He knew him since he was a little baby platypus and watched him grow into the best OWCA secret agent. Of course he's proud of him.
Also, Perry is far from submissive. He respects Monogram to a certain degree, but he won't hesitate to let him know exactly how he feels. Monogram knows what each sarcastic look and side eye Perry gives him mean and acknowledges his opinions and objections.
My point is, Monogram and Perry might be boss and subordinate, but in a very casual, chill sort of way.
Kai: You always act like you're more superior than me!
Nya: "Superior" has no comparison degree. It already means "better" and you can't say "more better".
Kai: I rest my case.
Cole: *Locks Jay in the car.* Act like a child, get treated like a child.
Jay: What? Isn't it illegal to leave a child locked in a car?
We didn't get many Lloyd and Nya moments this season, but in the few seconds of screentime they shared the writers made sure to remind us that these two are absolute besties.
Kimiko: What are you two arguing about this time?
Raimundo: He’s always using common phrases incorrectly!
Omi: Cry me a table, Raimundo!
Movie Nya: I'm going to fight the next person who insults Lloyd. Movie Lloyd: I hate myself. Movie Nya: Alright, square up.
That's a great idea, but I always lived under the impression that Chase was the one cooking all that food. I mean evil princes of darkness do need hobbies, especially when they've been around for 1500 years and they have so much time on their hands.
But then again, the mere idea of Chase Young teaching his jungle cats how to bake cupcakes is both hilarious and something I could actually see him do.
Just putting this out there... if you wrote a crack fic about Chase trying to convince Omi to come to the darkside because the darkside has cookies I would def read it...
There was that one Omi from Ring of the Nine Dragons that really, really liked cookie dough...
And if Dojo’s any indication, the cookies that Chase’s jungle cats makes are really good...
Maybe this was the real way to win Omi over all along... haha, just kidding... unless...?!

I think it's mostly because Perry is technically paid to visit Doofenshmirtz every day and listen to his evil plans. Yeah, I doubt OWCA expects Perry to provide actual comfort or support for his nemesis, which he does anyway, but it's still his job to stop Doofenshmirtz by whichever means he sees fit. Perry knows when to use force and when to use empathy and that's why I always loved his character.
People who have the "Perry the Platypus is Doofenshmirtz' therapist" headcanon , Do you never had a friend that you think therapists are the only people who listen to you? So fucking sad...
